高麗菜價跌，苗栗公館鄉有農民乾脆開放民眾自採一顆只要10元，結果吸引600人到場，把菜田旁的鄉間小路擠得水洩不通，不少人全家大小都出動，8點半開採時間一到，所有人搶當一日菜農；8000顆高麗菜，15分鐘內就被搶光。

這位在苗栗公館鄉的高麗菜田一共8000顆高麗菜，一顆10塊錢薄利多銷，15分鐘就被搶光，不少人一採就是20、30顆。

原來是菜價影響，農民請不起採收人手乾脆開放自採回饋當地鄉親，沒想到一口氣來了600人，就連外地民眾也一塊來搶高麗菜。（整理：實習編輯李玓穎）

環署補貼抗空汙促柴油烏賊車汰換

【台灣醒報記者楊蕓台北報導】為了減少佔總空氣污染高達3分之1的移動污染源，環保署23日宣布，針對汰換3.5噸以上1、2期柴油烏賊車主，提供最高9成信用保證金，環保署則補貼最高1%利率的購車利息，貸款期限最長5年，鼓勵車主盡早換新車。署長李應元強調，固定污染源已加嚴管制並加重刑責，並非只針對移動污染源開刀，「空汙是台灣經濟發展共業，必須請大家配合。」

環保署指出，柴油大貨車排放PM2.5佔所有污染排放的12％至17％，其中3.5噸以上1、2期（民國88年6月30日前出廠）柴油烏賊車為主要來源，為降低車主汰舊換新的負擔，環保署規劃「汰換老舊大型柴油車專案優惠利率及信用保證計畫」，由政府提供最高9成的信用保證金，讓車主獲得優惠利率3%至5%，環保署則提供最高1%的購車利息，增加車主汰換烏賊車的誘因。

對於決定淘汰舊車的車主，環保署表示，將依車重補助每輛5萬至40萬元，平均每輛補助20萬元，補助延長至111年底。另一方面，為降低3.5噸以上柴油大貨車售價，環保署已協調財政部修正「貨物稅條例」，即日起至108年12月31日止，報廢1、2期柴油大貨車，新購柴油大貨車可定額減徵貨物稅5萬元；此外，政府也補助3期大型柴油車加裝濾煙器，視性能每套補助7至15萬元。

有鑒於空污法三讀後隨即引來批評，認為政府只拿老百姓開刀，對固定污染源的財團、工廠毫無管制。環保署強調，針對固定污染源已從源頭、製程到末端加嚴管制，除了要求業者資訊透明公開，也加重刑度、罰金等多管齊下。署長李應元說，「處理空污是台灣3、40年來經濟發展的共業，且移動污染源佔比超過所有污染量的3分之1，解決方案很難討好所有人，但也不可能不請大家配合。」

環保署預估，至111年底，若現存7.9萬輛大型柴油車全數淘汰，將可大幅改善移動源所造成的空氣汙染，包括減少PM2.5排放4000公噸，降低28%、氮氧化物污染降低43%，一氧化碳污染降低8%等。
