美墨NAFTA談判達共識 6大關鍵重點一覽
歷經一年時而令人憂心的談判，美墨27日宣布就修訂北美自由貿易協定（NAFTA）達成共識，以下是根據美國貿易代表署（USTR）整理出的關鍵重點。
●「日落條款」替代方案
加拿大和墨西哥談判代表及美國企業徹底拒絕美國要求在任何新版NAFTA協定納入每5年重新談判一次的「日落條款」。
根據美墨達成的協議，這項新協定生效期為16年，每6年審查一次，到期後可再延長16年。假如審查出現問題，在協定到期前，各方還有10年時間進行談判，以解決彼此間的分歧，為企業帶來更多穩定性。
●為汽車業制定新規
美墨同意針對製造業和勞工要求展開全面改革，美方表示，此舉應可提高薪資水準，並鼓勵企業回流生產。
最重要的是，這項協議要求將在北美地區生產的汽車內部零件占比從62.5%提高至75%，而40%至45%須由時薪至少16美元的工人製造。
●勞工權益
美國貿易代表萊特海澤（Robert Lighthizer）說，新版協定保障勞工權益力道為歷來談判最強，且可執行。
美國貿易代表署說，根據這項協定，「墨西哥承諾採取具體立法行動，有效承認集體談判權」。
新版協定還包括對國際公認勞工權利的深入要求：禁止進口強迫勞動生產的商品、不得向工人施暴和確保移工受到保護。
●農業
兩國政府同意維持農產品零關稅，不許對在彼此市場銷售的商品提供出口補貼，並更新現有規定，以涵蓋農企業使用的先進生物技術。
●智慧財產
新版協定將規定官員有權在各進出港口攔查疑為仿製的商品，也將要求當局對非法盜錄電影的觀眾祭出「有意義」的懲罰，和對盜取衛星和有線電視信號者施以民事和刑事處罰。
這類新規也將加強保護版權、專利和執照。
●酒類
墨西哥市和華府同意制定新的標籤和認證條款，以減少烈酒和葡萄酒的貿易壁壘，並承諾繼續承認波本和田納西威士忌無疑為美國產品，龍舌蘭和梅斯卡爾酒則是墨西哥特色商品。
